The year is 2020, and the human race is at risk of being wiped out by the fountain of youth. An anti-aging serum has been developed. Lucy Chang, a Chinese undercover agent codenamed Phoenix, tries to destroy it, but her attempt is sabotaged. Compelled to flee to America with a million-dollar bounty on her head, she tries to clear her name and destroy the serum but runs into Jake Randall, an honest US Marshal who is torn between turning her in or risking his life to save her and all of mankind.
