In the distant future, evil doesn't lurk behind dark corners, it walks the streets of New York, where good and evil even the score. Armed with a flamethrower, urban crime hero, the Exterminator (Ginty), stalks gang leader "X" (Van Peebles) and his band of urban guerillas. Formerly engaged in petty crimes, the group has since moved onto better things – stealing heavy duty weapons, blowing stuff out of the sky and yes, drugs. And to keep the neighborhood shaking in their boots, they are making sure their presence is felt at every street, raising their brutal crimes to new, terrorizing heights.
