Jack Cole (Seagal) is an ex-government assassin-turned-detective who has faced all kinds of trouble in his line of work. However, he must now contend with something he's never faced before - a partner. His new buddy, Detective Jim Campbell (Wayans), is a loudmouth with an attitude, and the complete opposite of Jake, who's a Buddhist loner. Together they uncover the deadly plot of an infamous serial killer. As the body count mounts, the partners decide it's time to put their differences aside and act together before it's too late.
